What is a PSHSR?

A Pre-Start Health and Safety Review is a written technical engineering assessment made by a Professional Engineer or an engineering firm of any equipment, process, or structure, indicating measures required to ensure compliance with Regulation 851, section 7 of the Occupational Health and Safety Act.

When is it required?

A Pre-Start Health and Safety Review should be performed prior to placing any equipment, process, or structure in operation.

Why is it required?

A Pre-Start Health and Safety Review is required to identify and eliminate workplace hazards through proper safeguarding of the equipment.

Where is it performed?

A Pre-Start Health and Safety Review should be performed where the equipment, process or structure is used.

What are these “measures”?

These measures are called “Engineering Safety Recommendations”; the following are the primary types:

  1. Recommendations related to the design of the machine.
  2. Recommendations related to the surroundings of the machine.
  3. Recommendations related to the main power supply feeding the machine.
  4. Recommendations related to modifying the machine, in order to accommodate:
  • Automation,
  • Process, and/or
  • Fixture.

Who are these “Professional Engineers”?

Professional Engineer – as defined and regulated by the Professional Engineers Act of Ontario. An individual or firm who must have the following:

  1. Professional engineer status in the province of Ontario (P. Eng.),
  2. Certificate of Authorization (COA) granted by the Association of Professional Engineers of Ontario (PEO) to offer these services,
  3. Professional Liability Insurance (current),
  4. Commercial Liability Insurance (current),
  5. Certificate of Clearance, WSIB (current), and
  6. Relevant expertise.

Safety Standards, Acts & Regulations:

TRINUS provides professional engineering services under the Occupational Health and Safety Act, including Pre-Start Health and Safety Review for newly installed or modified equipment at your facility.

Section 7 of Regulation 851, R.R.O. 1990 of the Occupational Health and Safety Act requires that a machine or piece of equipment that is operating in a factory or industrial establishment must be reviewed by a Professional Engineer to ensure compliance with applicable standards including:

  • Canadian Standards (CSA) & U.S. OSHA (ANSI).
  • European Standards (CE) & Ontario Electrical Safety Code.

The review is to ensure that the design requirements for electrical, mechanical, electronic, pneumatic, hydraulic systems, covering lockouts, ergonomics, and machine controls are met.

The purpose of the review is to identify and eliminate hazards by design and control using proper safety devices. Following the review a letter of confirmation is provided to your company to confirm compliance with Ontario Acts, regulations, and guidelines as required by the following authorities:

  • Ministry of Labor & Ontario Electrical Safety Authority.
  • Canadian Standards Association (CSA).
  • Association of Professional Engineers of Ontario (PEO).

Pre-Start Health & Safety Review Process:

This process will take place in 5 stages as outlined below:

Stage #1:
Preliminary visit to determine the scope of the work as follows:

  1. Applicable standards.
  2. Available documentation.
  3. Required documentation.

Stage #2:
Off-site review as follows:

  1. Preparation of Checklists for compliance with Reg. 851 and applicable Standards.
  2. Review available documents: Mechanical drawings, Electrical & controls drawings,  Hydraulic drawings, Pneumatic drawings & Floor lay-out and machine location.
  3. Acquire all required documents.

Stage #3:
On-site physical inspection & Commissioning test as follows:

  1. Taking pictures and videos of each machine.
  2. Inspection of all safeguarding and interlocking devices installed.
  3. Performing commissioning test on each machine.

Stage #4:
Off-site review of all Stage #3 activities as follows:

  1. Identifying all deficiencies, if there is any.
  2. Recommendations to rectify all deficiencies, if there is any.
  3. Preparation of a draft PSHSR report.

Stage #5:
Presentation of final PSHSR as follows:

  1. Issuing a final Pre-Start Health & Safety Review.
  2. Discuss all deficiencies and remedies.
  3. Another on-site inspection may be required to confirm the proper implementation of the recommendations.
  4. Provide a technical compliance report stamped by a professional engineer, and Serialized approved TRINUS Safety Certification Sticker.

TRINUS have all required resources to successfully complete Pre-Start Health and Safety reviews in a timely manner.

Overview of Safeguarding Device Safety Distance Calculations:

The calculation for minimum safe distance between a safeguarding device and the danger zone of a machine shall be as follows:

Ds = [ K x ( Ts + Tc + Tr + Tbm )] + Dpf

Where:

Ds    = minimum safe distance between the safeguarding device and the hazard.

K    = speed constant: 1 .6 m/s (63 in/s) minimum, based on the     movement being the hand/arm only and the body being stationary.

Note:    A greater value may be required in specific applications and when body motion must also be considered.

Ts     = worst stopping time of the machine/equipment.
Tc     = worst stopping time of the control system.
Tr     = response time of the safeguarding device, including its interface.

Note: Tr for interlocked barrier may include a delay. This delay may result in Tr being a deduct (negative value).

Note: Ts + Tc + Tr are usually measured by a stop-time measuring device if unknown.
Tbm     = additional stopping time allowed by the brake monitor before it detects stop-time deterioration beyond the end users’ predetermined limits. (For part revolution presses only.)

Dpf    = maximum travel towards the hazard within the presence-sensing safeguarding device’s (PSSD) field that may occur before stop is signaled. Depth penetration factors will change depending on the type of device and application.

Safety Distance Calculations Example:

K        = 63 inch/sec.
Ts      = 0.04 sec
Tc      = zero
Tr      = 0.04 sec
Tbm   = zero
Dpf     = 1.6 inch

Note : Calculate the minimum safety distance required for safe operation.
Ds = [ 63 inch/sec x ( 0.04 sec + 0.04 sec )] + 1.6 sec

Ds =6.64 inches
